Broward County CBE certification: the County Business Enterprise program, explained

Broward County runs its own small-business reserve: the County Business Enterprise (CBE) program, administered by the county's Office of Economic and Small Business Development. Like Miami-Dade's SBE program next door, CBE certification steers a defined share of county buying toward small local firms — and for cleaning, landscaping, trades, and supplier companies in Broward, it is often the shortest competitive field in public purchasing.

What CBE certification actually does

CBE certification is the county's verification that your firm is a genuine small business meeting the program's standards. Its practical effect is access: Broward reserves certain smaller county projects and solicitations for certified CBEs, and certification factors into how primes and county buyers find small-business partners for larger contracts. A solicitation reserved for CBEs is a competition only among certified local firms — a materially different contest from an open bid against every company in the market.

Certification is not work by itself, and it is not a substitute for registering in BPRO, the county's procurement system, reading each solicitation in full, and pricing competitively. It changes which doors are open and how short the line is when you walk through them.

Who the program is built for

The program is built for independently owned small businesses in the county's market, across the categories county government actually buys — construction and trades, goods and supplies, and services such as janitorial, landscaping, and facility work. Exact size standards, category definitions, and eligibility rules are set by county program rules and they are updated over time, so treat this guide as orientation and confirm the current standards on the county's own Office of Economic and Small Business Development pages before you apply.

Firms that also sell across the county line should hold the comparison clearly: Miami-Dade's program is SBE, Broward's is CBE, they are separate certifications from separate governments, and holding one does not confer the other. Many South Florida service companies eventually hold both, plus their vendor registrations in both procurement systems.

The application, in outline

Applications run through the county's small-business office and its vendor-facing systems. Expect to document the business as a business: formation and ownership records, tax filings, licenses for your trade, and evidence of your local presence — with ownership and control genuinely examined, because the program exists for independent firms, not storefronts for larger companies.

Build the file before you start, as with every certification in our guides: legal name and EIN consistent across every document, licenses current, and one named person responsible for renewal. Certifications expire; a lapsed CBE found on the day a reserved solicitation posts is functionally the same as never having applied.

Put it to work the week you get it

Once certified, make sure the certification shows in your Broward vendor profile where buyers and primes search, cite it in bid responses exactly as each solicitation instructs, and filter your bid watching for Broward's reserved solicitations first each week. BidPelican's board republishes verified local listings with their official links and deadlines; the county's own posting remains the only place a bid can be submitted and the final word on any solicitation's terms — certification opens the door, the official document still runs the room.
