← All guidesMiami-Dade County SBE certification: what it is, who should get it, and how the process works
Miami-Dade County buys billions of dollars of goods and services, and a slice of that buying is deliberately steered toward small local firms through the county's Small Business Enterprise (SBE) program. Certification is free, it is handled by the county's Small Business Development division, and for the trades BidPelican watches — cleaning, landscaping, HVAC, plumbing, construction services, and goods — it can be the difference between watching a set-aside solicitation pass and being allowed to bid on it.
What SBE certification actually does
An SBE certification is the county's verification that your firm is a genuine, independently owned small business meeting the program's size and eligibility standards. On county solicitations it can matter in three ways: some solicitations are set aside so only certified SBEs may bid; others award evaluation preference or points to certified firms; and prime contractors on larger county contracts actively look for certified SBE partners to meet the small-business goals written into their contracts.
Certification is not a guarantee of work, a bidding shortcut around the solicitation's requirements, or a substitute for vendor registration. You still register as a county vendor, still read each solicitation in full, and still win on price and responsiveness. What certification changes is which doors are open to you and how primes see you.
Who the program is built for
The program targets independently owned and operated small businesses headquartered in the county's market, in the specific certification categories the county maintains — historically including categories for construction, goods and services, and professional services such as architecture and engineering, each with its own size standards and rules. Exact eligibility thresholds, category definitions, and documentation requirements are set by county ordinance and program rules, and they change — treat any third-party summary, including this one, as orientation, and confirm the current standards on the county's own Small Business Development pages before you apply.
In practice, the firms that benefit most are exactly BidPelican's audience: established local service companies small enough to meet the size standards, doing work the county buys constantly, and tired of watching set-asides they cannot touch.
The application, in outline
The county runs certification applications through its Small Business Development division, with the application and document submission handled through the county's vendor-facing systems. Expect to document the business itself — formation and ownership records, tax filings, licenses, and proof of your local presence — and to have ownership and control examined, because the program exists for genuinely independent firms, not pass-throughs.
Build the file before you start, the same advice as our SAM.gov and vendor-registration guides: legal name and EIN consistent everywhere, licenses current, and a named person in your office who owns renewal. Certifications expire and require renewal; a lapsed certification discovered on bid day is the same failure as never having applied.
Put it to work the week you get it
Once certified, update your county vendor profile so the certification shows where buyers and primes look, note your certification in capability statements and bid responses exactly as each solicitation instructs, and filter your bid watching for the set-aside marker — those solicitations are your shortest competitive field in county buying. BidPelican's board flags the county listings we patrol every morning; the digest's matched-because lines show why each one fits your trades, and the official posting remains the only place a bid can be submitted and the final word on any set-aside's terms.
